There are two upcoming meetings that include items related to planning and development in the Bell McKinnon area.

The agendas for these meetings are available the Friday before each meeting at northcowichan.ca/meetings.

You can attend the meetings to provide input to Council either in person in Council Chambers at Municipal Hall or virtually.

Bell McKinnon Local Area Plan (BMLAP) Implementation Project Update November 12, 2025, 5pm, Committee of the Whole (Item 7.3):

• The report provides a general update and addresses how servicing constraints and how the recent Council deliberations related to amending the Official Community Plan have impacted the project.

Public Hearing, OCP Amendment Bylaws 4028 & 4029 (Bell McKinnon Future Growth Area) November 19, 2025, 7pm:

• The Public Hearing will allow Council to receive public input on the two bylaws. Find more information about the bylaws and how to participate in the public hearing at northcowichan.ca/publichearings
• The proposed bylaws would amend the Official Community Plan (OCP) to expand the OCP’s urban containment boundary, and redesignate the BMLAP lands north of Herd Road from “Future Growth” to “Neighbourhood”, “Village Residential”, “Village Core”, and “Commercial”.
• The proposed amendments include the application for a 13.4 Ha (33 acres) residential and mixed-use development north of Herd Road which is known as “West Vista Terrace”.
